KEAM third allotment from tomorrow

The keenly awaited third allotment for the Kerala Engineering, Architecture and Medical (KEAM-2009) admissions will begin on August 26. Candidates can make new option registrations and rearrangements of their existing options until August 31.

The third allotment is for Government colleges and Government controlled-self financing colleges. Those who have already secured admission in private self-financing engineering colleges should secure Transfer Certificates from the respective colleges by remitting entire course fee for four years to take admission in the government or government-controlled self-financing colleges.

KEAM 2009 Uncertainty continues on third allotment

Even three weeks after the announcement of the second allotment to Professional Degree Courses, Kerala 2009 by the Commissioner for Entrance Examinations (CEE), there has been no notification coming form the office of the CEE about the activities related to the third phase of allotment for 2009.

It had been announced that the admissions to the Private Self- financing Engineering Colleges would be closed with the second allotment and that there would be a third allotment to other course/colleges. Accordingly there has to be further allotments to all other courses / colleges in the Government / Aided / Kerala Agricultural University / Private / Government controlled Self Financing Colleges coming under the purview of the allotments of the Commissioner for Entrance Examinations. But how long the students will have to wait for that is the big question bothering the parents and students. Classes for all courses had commenced last week.

As per the agreement reached between the Government and the Managements of the Private Self financing Engineering Colleges, there will be no more allotments to Government seats in these colleges. Admission to the Management seats would continue even after the allotments to the Government seats have been closed. The Government seats falling vacant after the second allotment in these colleges will be treated as Management seats with the colleges concerned having the freedom to fill these seats.

However, it is understood there are a few new Engineering Colleges that have got the approval of the concerned bodies for commencement of courses during the current academic year and that new courses have been sanctioned in existing colleges for the current academic year. The manner in which admissions to these colleges/courses are going to be regulated by the CEE/Government is also something that the parents and students are anxious about.

As per the agreement reached by the Government with the Self-financing Private Medical Colleges, the colleges shall be eligible to fill the seats under Government quota falling vacant after 23rd September 2009. In 2008, the CEE had made three allotments to the Private Self financing Medical Colleges, the last being on 21st September 2008. With the time limit for closing the Government allotments for the year fast approaching, the chances of more than one more allotment to these colleges is remote unless the CEE has plans to rush through two allotments.

In respect of Government and Government Controlled Medical/Dental colleges, there were four allotments in 2008, the last being on 27th September 2008. Admissions as usual to MBBS/BDS are to be closed on 30th September 2009 as per Guidelines of Medical Council of India.

For Engineering, there were four rounds of allotments in 2008 with the last allotment announced on 22nd October 2008. With the allotments to Private Self-financing Engineering Colleges closed, allotments/re-allotments in the Engineering stream would now be restricted to the Government and Aided Colleges, Kerala Agricultural University and also to the Government seats and Management seats in Government Controlled Self-financing Engineering Colleges.

Although announcement had come on reducing of fee in Government seats in Government Controlled self financing Colleges, specific orders on the extent of reduction and the manner in which the reduction is going to be implemented have not been announced so far. If such a reduction is going to be made, the same will apply to MBBS in Pariyaram and Kochi Cooperative Medical Colleges and Pariyaram Dental College in the Medical Stream and the 22 Engineering Colleges under IHRD(9 Colleges), CAPE(6), LBS (2), KSRTC, Kerala University, MG University, Calicut University, CCE (1 each) in the Engineering stream.

Meanwhile, the Cochin University of Science and Technology has announced another round of allotment on 27th August to fill the vacant seats under Payment category and NRI category. Candidates admitted in Private Self financing Engineering Colleges as per the allotment of the CEE will have to pay the fee for four years if TC is taken after 14th August to discontinue the course there.

With the state moving close to Onam celebrations, there is only a small chance of the next allotment being announced by this month end. But then in an online allotment process, activities can be started at any moment and such an announcement by the CEE at any time cannot be ruled out completely.

One more chance to join Cusat for BTech

The Cochin University of Science and Technology ( Cusat) has decided to have another round of admission counseling on 27th August for BTech. A notification has been issued by the university this evening in this context. The latest counselling will be for vacant payments seats and NRI seats.

Counseling and admission to the remaining vacant seats will be held on 27th of August 2009 at the Kunjali Marakkar School of Marine Engineering, CUSAT (Thrikkakkara) Campus, Kochi 682022 as per the following Schedule.

Candidates in the CAT-2009 rank list who have not applied for NRI category earlier and wish to take admission under NRI category can register. Candidates who have already applied under NRI Category are not eligible. Time : 9.30 am to 10 am

Candidates registered for counseling on 12th, 13th, 14th & 18th of August 2009 and did not get allotment in any branch can register. Time : 11 am to 11.30 am.

Candidates in the CAT-2009 rank list who have not registered their options through online also can register. Time : 11 am to 11.30 am.

Candidates having eligibility mentioned above may report for counseling on the date, time and venue indicated in the schedule given above with all the required certificates/documents in original and the required fee. National Olympiad Programme

Applications are invited from the meritorious students to participate in the International Olympiads 2010 in Physics, Chemistry, Biology, Astronomy and Junior Science and there will be five stages for selection. Stage one is National Standard Examinations in Physics (NSEP), Chemistry (NSEC), Biology (NSEB), Astronomy (NSEA Junior & Senior) and in Junior Science (NSEJS) which will be held on 22nd November 2009. Last date for enrolment is 15th September 2009.

About 300 topers in each subject will qualify for stage II ie Indian National Olympiad in Physics, Chemistry, Biology, Astronomy (Junior & Senior) and Junior Science. The third stage is Orientation cum selection camps in each subjects and the 4th stage is selected Indian Teams at the end of the orientation camp will under go pre departure training and the 5th stage, they will participate in the respective International Olympiads.

HC restores affiliation of med., engg colleges

The High Court of Kerala on Friday ordered the Calicut University to restore affiliation within two weeks of two engineering colleges and two medical colleges under the inter-church council, that come under the varsity’s ambit.

Justice V Giri ordered affiliation to Cheruthuruthi Jyothi Engineering College, Kodakara Sahrudaya College of Engineering and Technology, Jubilee Mission Medical College and Amala Medical College in Thrissur. With its order the court quashed the Calicut University Syndicate decision taken on June 18, 2009 to withdraw the affiliation to the four colleges.

Since the four colleges had not entered into an agreement with the government for admissions to their professional courses, they can proceed with their own admission process for the academic year 2009-2010, the court said.

The court, while passing the order, observed that Sahradaya College of Engineering and Technology and Jyothi Engineering College had been approved by the AICTE for the year 2009-10 as well. The stand taken by the university that these two colleges were not entitled to an extension of affiliation for the year 2009-10 on the ground that they did not have a current approval from the AICTE was untenable and unsustainable, the court said.

The Amala Institute of Medical Sciences and Jubilee Mission Medical Colleges were recognized medical institutions in that behalf by the Medical Council of India and the Central Government. The degrees obtained by the students from these two institutions are treated as recognized medical qualifications by the Central Government. Consequently there is neither a necessity nor a provision in the Medical Council Act for an yearly approval of these two medical institutions.

The stand taken by the university that these two institutions are therefore not entitled to an extension of affiliation for the year 2009-10 because they do not have an approval from the Central Government for the year 2009-10 is untenable and unsustainable, the court said.

The provisions relating to the method of admission and determination of fees as contained in the Calicut University First Ordinances, 1978, are inapplicable to the self-financing colleges. The power to frame any rules, providing for the determination of procedure for admission and fees in self-financing colleges is available to the Government. However the Government has not framed any rules in exercise of its powers under Section 68A of the Act so far, the court observed.

SF case blows over; third allotment not yet clear

It was a strange development in the day. The petitioners, who had approached the Kerala High Court seeking a direction to the government to make allotment by the CEE to the merit seats of the private self-financing engineering colleges after August 14, on Thursday withdrew their petitions saying that they had got their higher options and the colleges preferred.

Hearing the petition the Kerala High Court had on Augusrt 13 prevented the self-financing engineering managements from filling the merit quota seats that would fall vacant after August 14, on their own.

Justice V Giri had passed the order while hearing the petition filed by Perinadu Naduvilayil Santhini S Lal and Adoor native S Aisha that questioned a clause to this effect in the agreement between the Kerala Government and the Kerala Private Self-financing Management Association.

The petitioners had questioned the clause in the agreement that after August 14, by when the proceedings related to the second allotment come to a close and classes begin, the managements concerned would have the right to fill up the vacant seats in the 50 per cent merit quota.

The petitioners said that they hadn’t got their choices in the engineering segment even after the second allotment and due to the above mentioned clause in the agreement they would be denied further allotment and would be out of the merit quota admission process. This argument by advocate V.P.Seemanthini, who appeared for the petitioners, had been accepted prima facie by the court.

However on Thursday, Seemanthini appearing for the petitioners, informed the court that the two petitioners had got their higher order options and the colleges of their choice. However, it was not clear from the court proceedings how the two got admissions, which left a few questions unanswered.

Sources in the Entrance Commissionerate said on Thursday that there are more proceedings to be completed to start the third counselling, with the government giving NOC to 18 new engineering colleges after closing the option registration for the second allotment. Whether 50 percent seats of these colleges will come under the purview of the third allotment or not is the confusion that is gripping the Entrance Commissionerate now, it is learnt.

KEAM: Over 2000 seats vacant after second allotment

With the third allotment of the Commissioner of Entrance Examinations (CEE) set to be delayed beyond August 20, when a case related to the admissions comes up for hearing in the Kerala High Court, it is understood that after the second allotment, over 2000 vacancies have been reported to the CEE in the engineering streams in the colleges across the state.

According to reliable sources, there are over thousand seats lying vacant in the merit category of private self-financing engineering colleges after the second allotment by the CEE. In the government, aided and government self-financing engineering colleges, however, altogether there are nearly 1000 seats lying vacant waiting for the third allotment from the CEE.

According to the present schedule, the CEE will make the third allotment only to the government, aided and government self-financing engineering college seats. It includes 35 percent management seats of the government self-financing colleges. However, the Kerala High Court has issued an interim order preventing the self-financing engineering managements from filling the merit quota seats that fall vacant after August 14, on their own. If the court sticks to this position in the final order, when the case comes up for hearing on August 20, then the whole process will veer towards a new direction.

Then the CEE will have to make allotment to the private self-financing engineering colleges and the court order will sound the death-knell of some of the key provisions of the self-financing agreement between the engineering managements and the government.

However, several students who have already secured admissions under KEAM in private self-financing colleges but are desirous of securing admissions now in Cusat at its fourth allotment on August 18 have landed in a quandary. This peculiar situation has arisen with so many BTech seats falling vacant at Cusat after its third allotment, for the first time in its history. As per a contentious clause in the agreement between the government and self-financing engineering managements, those who want to get a Transfer Certificate from a private self-financing engineering college, will have to remit the entire course fee for four years to get the same.

Their only hope now rests on a favourable final verdict of the Kerala High Court on the case on another clause of the agreement posted to August 20.

KEAM: Engg. third allotment to be delayed

The third allotment of the Commissioner of Entrance Examinations to the engineering courses is likely to take place only after August 20, the date to which the Kerala High Court has posted a case challenging the admissions by managements to the merit seats of the private self-financing engineering colleges after August 14.

According to sources, the Entrance Commissionerate is waiting for a reply from the government on its query whether to go for a third allotment when the scene is unclear in the light of the High Court interim order preventing the self-financing engineering managements from filling the merit quota seats that fall vacant after August 14, on their own.

If a final order is issued by the court that these seats should be filled by the CEE, then a fresh comprehensive allotment will have to be made. According to the current plan, the third allotment of the CEE excludes the private self-financing engineering managements and is for the government self-financing/ aided/government engineering colleges.

Another contentious provision of the agreement between the government and the private managements is that the students who join the private self-financing engineering colleges will have to forfeit their entire fee for four years to obtain TC after August 14, so as to join another college of their choice. An adverse final verdict on the former clause of the agreement will have a significant impact on this clause also.

Pvt engg colleges ignore CEE, to open on Aug 17

Who cares for the directive of the Commissioner of Entrance Examinations (CEE) when it comes to the opening of colleges, once the admission process is over?

The CEE had advanced the opening of professional engineering colleges for this academic year from August 17 to August 13 last weekend to facilitate minority students apply for their national scholarship. There was a stipulation that they could apply for the same only after the classes were started.

Though the CEE showed sensitivity to their needs, many of the private colleges have shown scant regard for the same and are starting their classes only on August 17, as scheduled earlier. These include SCMS, FISAT, Kalady Adi Sankara Institute of Technology, Toc-H Institute of Science and Technology,Ekm,Mohandas College of Engineering and Technolog, Tvm etc among others.

The press releases of some them that reached newspaper offices on Wednesday and Thursday did not mention any reason for not obeying the dictat of the CEE and sticking to the old schedule.

Cusat record: Fourth counselling on Aug 18

The Cochin University of Science and Technology is struggling to fill up the BTech seats at its two engineering colleges even after the third counselling. For the first time in its history, a fourth counselling has been scheduled for August 18.

According to varsity sources, after the third allotment, 40% of its BTech seats have not been filled, threatening to make a dent in the financial viability of its two self-financing colleges at Thrikkakara and Pullinkunnu, to where the allotments are being made. This year the varsity has not been able find takers for its BTech seats with its counselling and admission process clashing with the Kerala Engineering Architecture and Medical (KEAM) admission schedule.

With the same students appearing for Cusat and KEAM entrances and then getting allotment in both, observers in the field said that these students opted for the courses under KEAM, deserting Cusat. That was why so many Cusat seats had fallen vacant, they said.

Experts say that Cusat itself has landed it in this piquant situation by conducting its CAT and BTech admission process at the time of KEAM. In the preceding years it used to conduct the CAT well before KEAM and concluded the entire process even before the KEAM process was started.

The third counselling of Cusat on August 13 was up to the rank of 6000. The reservation category counselling will be held on August 14.

The varsity said in a press release on Thursday that the fourth counselling will be held at its Kunjali Marakkar School of Marine Engineering campus on August 18 and the registrations will be allowed from 9.30 am to 11 am. Those who have registered options and figure after rank 6000 for BTech, after 1611th rank for marine engineering and 738th rank for photonics can participate in the counselling.

PG Courses at Central University of Kerala

Central University of Kerala, Nayanmar Moola, Vidyanagar P O, Kasaragod-671 123, has invited applications for admission to its inter-disciplinary Post Graduate courses in English and Economics under the Choice Based Credit Semester System.

The Courses offered are MA in Comparative Literature at the School of Languages and Comparative Literature and MA in Economic Theory and Global Governance at the School of Global Studies.

Those with Graduation in any discipline with not less than 50% marks having a minimum of 50% marks in English are eligible. SC/ST candidates are eligible for a relaxation of 5% marks.

IGNOU entrance tests for Mgmt and BEd on Aug 16

Indira Gandhi National Open University (IGNOU) will conduct Entrance Tests for Management Programmes (Openmat-XXVI) and Bachelor of Education Programme on August 16 for the sessions starting from January 2010.

The Entrance Tests will be held from 1000 hrs to 1300 hrs for Openmat-XXVI and from 1400 hrs to 1600 hrs in 262 examination centres accommodating 1,46,968 candidates for Management and B Ed Programmes, according to a release issued here today.

The hall tickets had already been dispatched to the candidates by the University. The particulars of Hall tickets are also available on the Website -- www.ignou.ac.in .

CAT CBT from Nov 28 to Dec 7

The Common Admission Test (CAT) of the Indian Institute of Managements (IIMs) will be held during November 28, 2009 to December 7, 2009. A candidate can choose the test date, session (morning/afternoon), and venue across thirty centres (cities) all over India, subject to availability.

According to IIM-A website, CAT will become computer based test (CBT) from this year onwards and will be held in two sessions. "CAT of the IIMs is going to be a computer aided test from this year onwards, and shall be conducted in two sessions (morning and afternoon) each day, in a span of about ten days," an IIM-A official said. IIMs have been conducting CAT in paper and pencil format for the past 33 years.

According to the IIM-A website, a prospective candidate has to buy a scratch-voucher from the deisgnated bank branches, and later register online for CAT 2009. "Sale of vouchers and registration for CAT will start on September 9 and end on October 1, 2009," the IIM-A official said.

Prof. degree classes from August 13

They never cease to spring embarrassing surprises. The Commissioner of Entrance Examinations has advanced the dates for starting classes to professional degree courses to August 13 from August 17, the date declared earlier. The site of Kerala Entrance Examination began to display the announcement after much delay at around 8.30 pm, that too in a very casual manner, never seriously caring to inform the students visiting the site, about the very important announcement.

The detailed announcement declaring the change appeared in a Malayalam online press release on the Kerala Government website http://www.kerala.gov.in/ in the evening itself.

The Joint Commissioner said there was no change in dates of all other processes– extended fee payment to August 9 joining dates on August 10, 11, 12 and cancellation of allotment without a candidate losing fees in private self-financing colleges on August 14. He said the change in the start of classes has been effected to let minority students apply for their central scholarship, the deadline of which is August 15, according to the information received over phone. They can apply for the scholarship only after the start of the classes and to facilitate this, the deadline was advanced, he said.

According to the Malayalam press release on the Kerala Government website, the college authorities running Engineering/Agriculture/Ayurveda/Homoeo/Sidha courses should treat the press release as an official communiqué from the Commissioner of Entrance Examinations and take the steps to start classes on August 13. The classes for MBBS/BDS courses had already been started on August 3, it added.

Cusat allotment by Aug 14

The Cochin University of Science and Technology (Cusat) on Friday decided to hold the third phase of its counseling for the remaining BTech courses on August 12, 13 and 14, allowing students to get on the spot admission and secure their future. This wise step has effectively nullified the damage done to Cusat’s BTech admission process by a clause in the agreement between the private self-financing engineering college managements and the Kerala Government.

According to the agreement, candidates who secure admission to private self-financing colleges under KEAM-2009 will have to stay with the colleges after August 14 or forfeit the entire fees for four years to get transfer certificate (TC) so as to join any other college.

Mathrubhumi Education had reported on Thursday that those who hadn’t figured in the second allotment list of Cusat but have got allotment in the private self-financing colleges would be a much harried lot, if Cusat delayed its third allotment beyond August 14. With so many seats falling vacant, accelerating the process would be the only solution for Cusat to redeem the situation for itself and for the students, it was reported in these columns. With Friday’s decision, Cusat has been able to control the damage.

The press release issued by Cusat on Friday asked students who figure in the waiting list to present themselves at the varsity’s Kunjali Marakkar School of Engineering on the Thrikkakara campus at 9.30 am as per the schedule below.

Those students who figure in the waiting list and whose general rank is within 4000 should come for admission on August 12 and students from 4001 to 6000 should come on August 13. Candidates from ETB, Muslim, OBH, OBX category in the rank from 6000 to 8000 and the LCC category students up to the 10000 rank should present themselves on August 14. All the other students who figure in the waiting list including SC and ST students should come for admission on August 14. Experts say that Cusat itself has landed it in this piquant situation by conducting its CAT and BTech admission process at the time of KEAM. In the preceding years it used to conduct the CAT well before KEAM and concluded the entire process even before the KEAM process was started. It can get out of this mess either by sticking to this pattern or wait for KEAM process to get over and then start its admission process in the coming years, one expert had said.

Nursing, BPharm 2nd allotment announced

The second allotment to the merit seats of BSc Nursing, BPharm, BSc MLT and BPT courses which was deferred from August 6 to August 7, has been announed by 11.35pm tonight. It is available in the website www.lbscentre.org.

The announcement was delayed very much due to unforseen reasons.Though it was announced that the announcement will be done before 5pm Friday there was no response from the part of LBS regarding the announcement. According to the Joint Director in charge of the allotment at the LBS Centre for Science and Technology the works related to the second allotment were completed at 8.30 p.m. on Friday and handed over to the technical department to publish it online

Last Date of Fee Remittance / Option Registration for New Colleges/Re-arrange or Remove Options is 10th August.

KEAM : Fee date extended to Monday

The last date of fee remittance for those students who have got allotment to professional courses by the Commissioner for Entrance Examinations has been extended to Monday , 10th August. As per the schedule the last date was 8th August. The extention was necessitated due to two days' bank strike.

KEAM : Second allotment today

The second allotment of admission to the Medicial and Engineering courses in Kerala by the Commissioner for Entrance Examinations based on the options registered by candidates from 10 am on 26.07.2009 to 5 pm on 31.07.2009 will be announced today . Candidates allotted to all courses should remit fee/balancefee/deposit at the select branches of the State Bank of Travancore (SBT) during 10th,11th and 12th August. Simultaneously students have to get admission in the concerned colleges.

There is a time schedule for admission in the colleges.

Last date for cancellation of admission in Private Selffinancing Engineering Colleges is 14.08.2009 .Classes to begin for all Courses on 17th August.

The candidates allotted to Private Self-financing Engineering Colleges in the second allotment will not be eligible for higher order options. Those who are allotted to Private Self-financing Engineering Colleges, but do not take admission in the Colleges concerned will get the refund of fees they remitted. Those who take admission in the Colleges concerned can cancel their admission till 14.08.2009 and they will get the refund of fees remitted at the Bank. Those who cancel admission after 14.08.2009 will have to remit the entire course fee to get the TC and other documents. There will not be any further allotment to these Private Self-financing Engineering Colleges after the Second allotment.

Nursing, BPharm 2nd allotment on Aug 6

The second allotment for the BSc nursing, BPharm, BPT and BSc MLT courses in the government/aided/government-controlled/private self-financing colleges in Kerala will be announced on August 6. The allotted candidates can remit fees on August 6, 7 and 8. Those who have got admission in the first allotment should remit fees on August 3.

The third allotment will be held on August 12 and the allotted candidates should remit fees on August 12 or 13 or 14. The candidates may re-arrange their higher options in this period. However, new option registrations will not be accepted during the period. Those who have received allotments should join the colleges on August 17. The admission process being done by LBS Centre for Science and Technology will be completed on August 17.
