POINTS TO REMEMBER IN THE THIRD ALLOTMENT
1. The candidates who get allotment in the third allotment should remit the fee from 9th September 2009 to 10th September 2009.
2. Those who fail to remit the fee on or before 10th September 2009 will lose the existing allotment and the existing higher options in all the streams.
3. Candidates allotted to all the courses should join the colleges on 14th September 2009 as per notification (view Notification).
4. Candidates who are satisfied with the allotment received in the third allotment should cancel their higher order options. The facility for cancellation of higher order options will be provided during the fourth phase of allotment.

Muhammed Committee puts Govt/Mgmts in a fix ?
The observation or directive of the Muhammed Committee that the admissions to the lapsed Government quota seats in Private Self financing Engineering Colleges in Kerala after the second round of allotment by the Commissioner for Entrance Examinations, should be made form those included in the Rank List published by the Commissioner for Entrance Examinations (CEE) and that only in the absence of such candidates can the Managements can fill these seats by other methods, has put the Government and the Managements in a difficult situation.
The Association of Self financing Engineering Colleges the other day had announced their intention to admit students to over 1000 seats said to have been coming under the lapsed category, from candidates who have not qualified in the Entrance Examinations conducted by the Commissioner for Entrance Examinations.
The office of the Minister for Education in a press release subsequently had clarified that the managements were entitled to fill these seats as per the provisions of the agreement reached between them and the Government and that the clarification is issued in the light of reports appearing in press contrary to this.
The committee in its letter to the association says that the seats under consideration had fallen vacant in view of the provisions contained in clause 3 of the agreement between the state government and the management association. The committee pointed out that the procedure for admission in respect of such vacancies is not specifically stated in the consensual agreement.
As per Clause 3 of the agreement, “if any student is not admitted by the educational agency for specified defects or for reasons to be recorded in writing, it shall intimate the Commissioner for Entrance Examination the defects or reasons as the case may be and the Commissioner for Entrance Examination shall rectify the defects or state the reasons for accepting the list or furnish a revised list which the educational agency shall accept and admit the students accordingly following the above procedures but in any case not later than 5 pm on 14th August 2009. The educational agency shall be entitled to fill those seats still remaining unfilled after 5 pm on 14th August 2009.”
Thus the agreement gives the Managements, the freedom to fill the Government seats that have fallen vacant after 5 pm on 14th August 2009. The stand now taken by the Muhammed Committee is that the methods of filling up such seats have not been spelled out specifically in the agreement. The Managements on the other hand seems to have gone by provisions in clause 6 of the agreement.
As per Clause 6 of the agreement, “35% of the seats shall be filled up by the educational agency on the basis of marks obtained in the qualifying examination and Common Entrance Examination from among the applications received by the educational agency or on the basis of qualifying marks of eligibility examination as fixed by the concerned Universities or from the rank list published by the Association after conducting an examination from among the applications received by the Association or from the rank list published by the Commissioner for Entrance Examinations.”
The contention of the Managements seems to be that the lapsed seats are now Management seats and as such this clause can be evoked for admitting students against such seats. Commissioner for Entrance Examinations had made two rounds of allotments before the cut off date of 14th August 2009.
However, the students were asked to join the colleges only after the second round. In the first allotment, candidates allotted were asked to remit fee only. Many students who had received allotment in the first round had remitted fee to know their chances of further allotment. Many such candidates after knowing the result of the second round might have preferred to stay away from joining the Private Self financing College either due to the fear of not being able to move out the college subsequently without paying fee for 4 years, as per the conditions of the agreement, or on account of getting preferred seats in other colleges under Management quota or for other reasons.
Vacancies arising subsequently in Private Self financing Colleges have not been filled by the CEE as there is no provision for that in the agreement. Hence it is the candidates in the CEE Rank list whose chances have been affected by the conditions of the agreement. Students not joining, suffer no financial loss as the entire fees remitted by them are refunded after closing of admissions. The actual number of candidates who have not joined the Private Self financing Engineering colleges under Government quota has not been officially announced by the CEE.
The Commissioner for Entrance Examinations is all set to announce the third allotment by next week. With the Admission Supervisory Committee addressing the Managements on the admissions against the lapsed Government seats, the issue is likely to be live for some more time at least.

KEAM 2009 Uncertainty continues on third allotment
Even three weeks after the announcement of the second allotment to Professional Degree Courses, Kerala 2009 by the Commissioner for Entrance Examinations (CEE), there has been no notification coming form the office of the CEE about the activities related to the third phase of allotment for 2009.
It had been announced that the admissions to the Private Self- financing Engineering Colleges would be closed with the second allotment and that there would be a third allotment to other course/colleges. Accordingly there has to be further allotments to all other courses / colleges in the Government / Aided / Kerala Agricultural University / Private / Government controlled Self Financing Colleges coming under the purview of the allotments of the Commissioner for Entrance Examinations. But how long the students will have to wait for that is the big question bothering the parents and students. Classes for all courses had commenced last week.
As per the agreement reached between the Government and the Managements of the Private Self financing Engineering Colleges, there will be no more allotments to Government seats in these colleges. Admission to the Management seats would continue even after the allotments to the Government seats have been closed. The Government seats falling vacant after the second allotment in these colleges will be treated as Management seats with the colleges concerned having the freedom to fill these seats.
However, it is understood there are a few new Engineering Colleges that have got the approval of the concerned bodies for commencement of courses during the current academic year and that new courses have been sanctioned in existing colleges for the current academic year. The manner in which admissions to these colleges/courses are going to be regulated by the CEE/Government is also something that the parents and students are anxious about.
As per the agreement reached by the Government with the Self-financing Private Medical Colleges, the colleges shall be eligible to fill the seats under Government quota falling vacant after 23rd September 2009. In 2008, the CEE had made three allotments to the Private Self financing Medical Colleges, the last being on 21st September 2008. With the time limit for closing the Government allotments for the year fast approaching, the chances of more than one more allotment to these colleges is remote unless the CEE has plans to rush through two allotments.
In respect of Government and Government Controlled Medical/Dental colleges, there were four allotments in 2008, the last being on 27th September 2008. Admissions as usual to MBBS/BDS are to be closed on 30th September 2009 as per Guidelines of Medical Council of India.
For Engineering, there were four rounds of allotments in 2008 with the last allotment announced on 22nd October 2008. With the allotments to Private Self-financing Engineering Colleges closed, allotments/re-allotments in the Engineering stream would now be restricted to the Government and Aided Colleges, Kerala Agricultural University and also to the Government seats and Management seats in Government Controlled Self-financing Engineering Colleges.
Although announcement had come on reducing of fee in Government seats in Government Controlled self financing Colleges, specific orders on the extent of reduction and the manner in which the reduction is going to be implemented have not been announced so far. If such a reduction is going to be made, the same will apply to MBBS in Pariyaram and Kochi Cooperative Medical Colleges and Pariyaram Dental College in the Medical Stream and the 22 Engineering Colleges under IHRD(9 Colleges), CAPE(6), LBS (2), KSRTC, Kerala University, MG University, Calicut University, CCE (1 each) in the Engineering stream.
Meanwhile, the Cochin University of Science and Technology has announced another round of allotment on 27th August to fill the vacant seats under Payment category and NRI category. Candidates admitted in Private Self financing Engineering Colleges as per the allotment of the CEE will have to pay the fee for four years if TC is taken after 14th August to discontinue the course there.
With the state moving close to Onam celebrations, there is only a small chance of the next allotment being announced by this month end. But then in an online allotment process, activities can be started at any moment and such an announcement by the CEE at any time cannot be ruled out completely.

SF case blows over; third allotment not yet clear
It was a strange development in the day. The petitioners, who had approached the Kerala High Court seeking a direction to the government to make allotment by the CEE to the merit seats of the private self-financing engineering colleges after August 14, on Thursday withdrew their petitions saying that they had got their higher options and the colleges preferred.
Hearing the petition the Kerala High Court had on Augusrt 13 prevented the self-financing engineering managements from filling the merit quota seats that would fall vacant after August 14, on their own.
Justice V Giri had passed the order while hearing the petition filed by Perinadu Naduvilayil Santhini S Lal and Adoor native S Aisha that questioned a clause to this effect in the agreement between the Kerala Government and the Kerala Private Self-financing Management Association.
The petitioners had questioned the clause in the agreement that after August 14, by when the proceedings related to the second allotment come to a close and classes begin, the managements concerned would have the right to fill up the vacant seats in the 50 per cent merit quota.
The petitioners said that they hadn’t got their choices in the engineering segment even after the second allotment and due to the above mentioned clause in the agreement they would be denied further allotment and would be out of the merit quota admission process. This argument by advocate V.P.Seemanthini, who appeared for the petitioners, had been accepted prima facie by the court.
However on Thursday, Seemanthini appearing for the petitioners, informed the court that the two petitioners had got their higher order options and the colleges of their choice. However, it was not clear from the court proceedings how the two got admissions, which left a few questions unanswered.
Sources in the Entrance Commissionerate said on Thursday that there are more proceedings to be completed to start the third counselling, with the government giving NOC to 18 new engineering colleges after closing the option registration for the second allotment. Whether 50 percent seats of these colleges will come under the purview of the third allotment or not is the confusion that is gripping the Entrance Commissionerate now, it is learnt.
