First day, first show of CAT 2010 today started all over India

CAT 2010 will serve as a test not just for the candidates, but also for the whole system of computer-based testing in India. The Indian Institutes of Management (IIMs), along with their US-based partner, Prometric India, who are conducting the online test, are keeping their fingers crossed, in the hope of avoiding the technical glitches that marred the test last year. If technical problems recur this year, there would be great apprehension about the use of the online system of testing.

“Technical glitches last year raised doubts about the feasibility of using computer-based testing. CAT 2010 is a time for both IIMs and Prometric to redeem its lost glory,” said a retired professor of IIM Bangalore, who did not wish to be named.

There has been a significant drop in the numbers of candidates registered for the CAT this year. Prometric India released data that showed that 2,04,267 candidates registered for CAT this year; last year, the figure was 2,41,000.

The technical glitches also drew undue attention to the whole testing process. This year, many candidates feel a need to be equipped with information to navigate the online test. Some worry that their chances of admission to a prestigious business school might be marred not by poor performance in the CAT, but the inability to deal with the testing process.

“Last year’s test was a nightmare, hope this year the whole thing is better organised,” said Subodh Sen, a candidate.

Soumitra Roy, managing director, Prometric India, said that the problems that occurred last year were mainly caused by the use of unlicensed operating systems and out-of-date anti-virus software tools at many test centres. As a precaution, the organisers have taken special care to check that all centres administering the test have licenced and updated software tools. Even the hardware has been upgraded at the centres, said Roy. Over 9,000 computers spread across 240 laboratories in 78 test centres at 33 cities will be used to administer the CAT.

KEAM Second Allotment: Decision on Friday

A decision on the vexed Second Allotment of Kerala professional courses admission (KEAM-2010) will be taken by tomorrow afternoon.

The Government is toying with the idea of involving the 11 self-financing medical colleges at a later stage of allotment - in the third allotment or later - and Baby gave hints in this direction while speaking to Mathrubhumi Education on Thursday morning. However, even this proposition seems to be a tough one and that is why the consultations in this regard are extending.

Five of these private self-financing medical colleges are yet to get recognition and the Central Council empowered for it is expected to submit its report anytime from now. But the deadline for the same is July 15 and this big time-frame is confusing the colleges, government and students alike. According to the government's agreement with the Kerala Private Self-financing Engineering College Management Association, the fourth allotment has to be completed by July 14. So the government and the CEE are in a bind and have to move ahead with the allotment process and the only option is to leave the 11 self-financing medical colleges behind.

The results can be accessed at www.cee.kerala.gov.in All candidates who have received allotment should remit the specified amount shown in their allotment memo at designated branches of State Bank of Travancore (SBT) from 17.06.2010 to 21.06.2010. The CEE, however, has not announced the schedule of the next allotment. In the first allotment the self-financing medical colleges that entered into an agreement with the government were not included since the agreement was signed after the announcement of the trial and first allotment schedule. They will be considered for the second and subsequent allotments which will result in an increase in the number of seats for MBBS/BDS in these allotments.

Two self-financing government medical colleges - one under CAPE at Kalamassery and the other at Pariyaram - are included in the first allotment. There will be no allotment to the management seats of Pariyaram Medical College while CAPE management seats are included in the CEE's allotment.

CEE says in their website that " The schedule for Second allotment will be published in due course. Doubts regarding allotment can be cleared by contacting the following phone numbers during office hours : 0471 - 2115311, 2115312, 2115313, 2115314."

FIVE LAKHS DEPOSIT FOR MED. SEAT

The state govt today agreed to the whims and fancies of another private self financing management association, ignoring and deceiving the public at large. With signing in of the agreement between private self financing medical management association and the govt which has a provision for collecting Rs. Five lakhs as compulsory deposit for five years apart from the regular tuition fee of Rs. Five lakhs the govt again went on to neglect the interests of students and parents.

The agreement was reached between the representatives of the medical colleges consortium and the State Education Minister M A Baby and State Health Minister P.K. Sreemathy on Saturday at Thrissur.

The consortium consists of 11 self-financing medical colleges in the State. They have set apart 550 seats for government allotment which is 50 percent of the total seats in these medical colleges. The rest 550 seats will be considered for management quota.

The Health Minister later said that the private medical colleges had agreed to levy from 550 students fee equivalent to that in government medical colleges.

Representatives of the Amala Institute of Medical Sciences, Thrissur; Pushpagiri Medical College, Thiruvalla; Malankara Orthodox Syrian Christian Medical College, Kolenchery and the Jubilee Mission Medical College, Thrissur, coming under the Inter-Church Council, did not participate in the talks.

IIT-JEE result on may 26

The Supreme Court Tuesday rejected a petition seeking to restrain the government from declaring the result of the IIT Joint Entrance Examination 2010 on Wednesday.

The court dismissed the public interest litigation (PIL), calling it a stunt and a publicity venture.

The vacation bench of the Supreme Court headed by Justice G.S. Singhvi and comprising Justice C.K. Prasad said: "The petitioner had neither the locus (standi) nor is there any justification for allowing him to intermeddle in the matter."

Petitioner Chetan Upadhyaya, who claims to be a journalist, is secretary of Satya Foundation. He sought to restrain the Human Resource Development Ministry from declaring the result on Wednesday.

Justice Singhvi said that "no court can play with the career of young students who are aspiring to join engineering and other courses in IITs".

The court repeated that the petitioner had "no locus (standi) or prima facie case for the grant of stay of the declaration of the result".

The court wondered if the petitioner realized the kind and magnitude of harm the students would suffer if the result was stayed.

Justice Singhvi asked: "What will happen if (as a consequence) some students commit suicide?"

The court said normally it would have dismissed the petition with exemplary cost running into five figures. But since the petitioner was a young man and apparently misguided, he was being let off lightly.

However, the court said that if the petitioner was again found indulging in such publicity centric petitions, he would attract huge costs.

The court also told counsel for the petitioner to be more "circumspect and discreet" in filing such petitions in the disposal of which substantial time of the court is spent.

The bench said that it was accountable to the people and every second the Supreme Court spends involves costs.

The petition said the instruction manual issued to examinees along with the question paper differed for the students who took the exam in English medium and those who took the exam in Hindi medium.

Section 4 of Paper II of JEE had 48 marks for those who appeared in English and just 18 for those who took it in Hindi. Thus the difference in the aggregate marks of both the medium was 30 marks.

The A2 Grade has a mark range of 81-90 and a Grade Point of 9. The D Grade has a mark range of 33-40 and a Grade Point of 4. "Those candidates who have obtained Grade E1 or E2 in the subjects of External Examination shall have to improve their performance through maximum of five subsequent attempts to qualify the subject(s)," says the CBSE.

To be eligible for Qualifying Certificate, a candidate must obtain a minimum of Grade D in all subjects excluding additional 6th subject as per Scheme of Studies. Those awarded a Qualifying Certificate shall be eligible for admission in Class XI, informs the CBSE.
